What they have is census data (1990 census data, at that) on how many people there are with each given first name and each given last name. They basically multiply the percentage of people with your first name by the percentage of people with your last name to get an estimated percentage of people with both names - which doesn't mean a lot, and means even less when you consider that these are not independent probabilities (which they freely admit, I should note). E.g., if your last name is "Chichester" your first name is more likely to be "Nigel" than if your last name were "Arroyo."
